Indiana to the north will be reopened by (GCS) school start date (Aug 17). But there will be some day closures after that date because the work will not be completely finished (road paving/bike path/contractor clean-up,etc...). The CSO contractor will not be finished until late September.

Niblock Excavating’s subcontractor, Slusser’s will begin installing trees the week of April 18, 2011. Tree placement and species was selected by the City Forester to promote a diverse and health tree canopy.

Installation of water main on Indiana Avenue between the Elkhart River and the railroad tracks is scheduled for April 20-22.  Grass seeding of the construction corridor on First Street and River Avenue is scheduled for April 28- May 2.  Installation of curb and sidewalk along Indiana Avenue is scheduled April 25 - 29.

Niblock Resumes work on First St. and River Ave:
  Niblock Excavating is planning to bring crews back the week of April 4th.  Niblock will be adding topsoil backfill behind the curb, planting trees and final seeding. 

Down on the west end, Niblock is coordinating
working with the CSO Detention Facility contractor, Bowen Engineering.  Along Indiana Avenue, Niblock will be finishing the water main, installing the fiber optic cable, the roadway and final restoration.  

Due to Bowen's work schedule on the CSO Detention Facility, Niblock should be able to get into the corridor mid-April and install the underground infrastructure.  The final stretch of roadway is to be paved on Indiana Avenue and completed late May.

Road / Bridge Closure Announcement:  The intersection of Indiana and Chicago Avenue, both the north side and the south side will be closed beginning next week through the end of April due to a road improvement project.  This will also result in closure of the Indiana Bridge.  S & L Construction will be working on that project.

Additionally, as a result of Elkhart County continuing to refurbish the Indiana  Avenue Bridge the bridge will remain closed through July 13th.

Mailbox update: The City spoke with the Postmaster. The mail will be delivered to the new mailboxes starting on Monday the 24th. Saturday will be last day in the temporary mailboxes. The mail will be removed from the old mailboxes and redistribute to the new locations.

*The mailbox for 711 has been requested to be moved from its current location (bank of 5 - 711, 714, 716, 803 & 804) to the same location as 710 & 712 to keep the mailboxes in numerical order

Niblock is scheduled to take delivery of the new resident mailboxes on Fri. January 14th, work on assembly on Mon. January 17th, and start installation on Tues January 18th, 2011

The west end of River Avenue and the Indiana Bridge are now open.

Weather permitting, the west end of River Ave. will be closed starting Wednesday 11-17 for grading and paving.  Residents can use First St. for access. 

First Street is to be paved on Thursday 11-18.  First Street residents may park on RIver Ave. or Wilkinson for the day.  As paving proceeds on First St. there may be some short delays but the street will remain open.

The west end of River Ave. will remain closed.

Delay in concrete because of cold weather and rain. Concrete will continue on Monday.

All concrete areas that are "damaged" by the contractor or by vandalism (including writing in the concrete) must be removed and replaced by the contractor. The contractor would appreciate your help in protecting the concrete and limiting the damages.

Schedule Updates

Paving Contractor is paving E River and parking areas. Then it will be seven days of no driving while it cures.

Paving Contractor change of plans.  Contractor will begin at 619 River and lay concrete pavement in both lanes moving eastward.  Contractor will leave access road/area south of paving for residents as no traffic can be on concrete for 7-10 days while concrete is curing.

Niblock paving crews will begin on Wednesday the 20th on River at First Street and move westward.  Concrete crews are scheduled to be in on Wednesday.

Three sections of pipe are being replaced on River this week that do not meet specifications. The structure at First and Wilkinson will be constructed this week.

Road Closure

Intersection of Wilkinson and First Street will be closed for approximately three weeks while the structure for the 90 inch is being built.

Niblock is starting to install curb at the West end of River Ave. They will start on the South side of the road and then move to the North side tommorrow. Curb will be set from Indiana to 619 River. If you are parking on the road, you may be asked to move your vehicle. The center alley will remain open.  Once curb is installed, Niblock will pour drive entrances.

Niblock's new revised schedule includes the following
Start Times for construction activities:
River Ave. Concrete Curb and Gutter 9/27/10
River Ave. Concrete Pavement 10/11/10
First St. Concrete Curb and Gutter 10/20/10
First St. Concrete Pavement 10/26/10

Anticipate road closures after concrete pavement while concrete "cures" and hardens (10 days).

Important Construction Update

Beginning Tuesday September 7th, First Street access will be restricted on the North and South ends as crews make the connections for the 30" sanitary sewer. Access will be available from the East West alley.

The Wilkenson intersection will be closed September 7th and 8th for the above work. Also River Ave. access will be open at Indiana Ave only.

River Ave. Update

As Niblock continues to permanently connect each home's water services on River Ave, residents can anticipate an improvement in their water pressure. First Street will have their services permanently made after the 90" CSO pipe is placed.

First Street Update

The 30" replacement tees arrived today and the 30" construction will begin again on First Street starting tomorrow (Thursday August 26, 2010).

August 21st Short Sections of River Closed
Crews will be working on sewer and water laterals that cross River Ave.  There will be short sections of River closed as laterals are installed. As crews progress those sections will change according.  We would appreciate your patience. 

Construction Delay First Street

Construction is delayed due to damaged 30" tees. The tees had to be sent back to the manufacturer and hope to be replaced by Monday or Tuesday (23 or 24th). Then 30" construction will resume on First St.

Anticipate this intersection will be closed for 1 day and possibly 2 (if complications) during the week of August 23rd.  When a specific date is known, it will be posted.  This will require detours and be inconvenient for residents, post office patrons and employees.  Niblock will work to make it as short as possible.

Thursday August 19 at 7am the intersection of Indiana Ave. and River Ave. will be closed to all traffic for the day. Niblock will be running the storm sewer across the road and no traffic will be able to cross the construction. Resident traffic will need to use First Street to access River Ave. Indiana will be marked as closed at Wilden. It is anticipated that it will be only be blocked that day.  The RR at First Street will be open.  The policy is to never have both intersections closed at the same time.

Trash Pickup

Trash Pickup...Please put out your trash as normal even if there is construction in front of your house by 7am on pickup days. If Allied Waste cannot get to your trash because of construction, Niblock is responsible for moving it to where it can be picked up. If Allied Waste picks up before 7am and your trash was missed, you should call Allied Waste at 522-1331 and they will come back and get it.

Construction Progress

Niblock is making the turn onto First Street with the 90"pipe.  The 30" sanitary sewer will go in ahead of the 90" to allow room for the 90"on First.  There will be a bypass pipe and pumps for a temporary sanitary sewer line for First Street residents.  Niblock is planning to continue keeping the street as open to residents as possible. The closed portion will just be in the area where the actual construction is. Residents may need to use alleyways when certain portions are blocked.

Niblock will be working at the corner of Indiana and River Ave linking the new water line.  This intersection will still be open to traffic.  It will just be slow going and more narrow than usual.  The work at the intersection should take a couple of days.

Niblock estimates that it will be at least until August 6th before it is done with the 90" CSO on River.  It will still be working on smaller sanitary lines after that point on River.
When the 90" is done on River, Niblock's 90"crew will move to First Street.  With the movement of the 90" construction will move the major road blockages.

Niblock is currently in the deepest (approximately 23 feet) and most difficult part of the construction of the 90" CSO. The increased depth increases the difficulity of the operation and certainly the high heat and humidity do not help conditions. Because of this, construction advancement may be a little slower the next couple of days.


Dewatering Operations

Niblock continues to work to reduce standing water on roadways. There has been definite improvement especially at the corner of River and First. They will continue to monitor and reduce (or re-direct) leaking water from the dewatering operations. The dewatering is for the 90", so as the 90" is installed, the dewatering is no longer needed for that section

Indiana Ave RR Obstruction

Indiana Ave Railroad tracks has been closed since about 8:00am due to a problem with the RR. Emergency services has been called and the Goshen Fire Department has made sure that there is access for both the Gator and a truck. The RR believes that they will be moved by estimated 10:30am. If you need out, please contact Bob McCoige at 536-8965 or let a worker know so someone can help you during this time.

Update Posted Thursday, July 15 at 9:45am.  Railroad has fixed problem and train is clearing the tracks.

Construction Updates
Update:  July 3, 2010
The dewatering process for this project is very important in order to lower the water table to be able to install the 90" as deep as it is required. As it has been operating, it has been creating both a nuisance for residents with the water on the road and a problem for tracking out. Niblock has been asked to work to keep the water off of the road. They will be working to improve that for everyone's benefit.

Niblock is still planning on being done the end of October 2010.  By contract, they have until May 2011 before they incur liquidated damages.

Update on Indiana Ave Bridge F.Y.I. According to Bob Evans C.E.T.Senior Construction Engineer of Lawson-Fisher Associates:The Goshen Truss Bridge Project will not begin work until June 21, 2010. The field office is located on the second floor at the west end, north side of the Old Bag Factory Building.

Verizon Service Interruptions
Update:  June 9, 2010
Residents who have had construction operations directly in front of their residence have reported a loss of telephone (Verizon land-line) during the day. Verizon has cut the line at the beginning of the day and then placed a temporary line to restore service at the end of the day. Verizon has chosen to handle this project in this way. We (Civil Inspection Services and the City of Goshen) have no control over this.
